Job Description:

RIPL is a non-profit tech for social impact organization founded in 2018. We help government solve some of society’s most pressing challenges using data and science. Our work has supported data-driven policy improvements in health care, education, social insurance, civic participation, workforce development, and criminal justice.

For example: in the early days of COVID-19, we partnered with Rhode Island to build a cloud-based Pandemic Unemployment Assistance system in just 10 days, making Rhode Island the first state in the nation to pay CARES act benefits to workers and families in need. We are now delivering effective ML/AI solutions across the country to connect Americans with in-demand career and streamlined benefits.

As the Chief Technology Officer at RIPL, you will own the organization’s technology strategy and lead the product and technology teams that deliver impactful solutions to our government partners. You will:

    • Architect and design cloud solutions to streamline digital services for Americans who need them most.
    • Advise policy leaders across the country on effectively using technology to solve pressing policy challenges.
    • Lead the product and engineering functions of RIPL to build out the engineering team’s working practices, lead the development of our software and product portfolio, and deliver streamlined cloud solutions to our government clients.
    • Partner with RIPL’s science team and faculty affiliates in economics to support “nudges” and data-and-research-driven applications to innovate and deliver effective public policy programs.
    • Lead RIPL’s technological strategy with external partners and policymakers to articulate RIPL’s value proposition, explain our solutions to audiences of varying technical background, creatively solve blockers to adoption, build consensus and buy-in, and position RIPL as a trusted and effective technology partner.
    • Join RIPL’s senior leadership team and contribute to the organization’s strategic development as it grows into a trusted partner nationally for government.

The ideal candidate will have the following qualifications, experience, and skills:

    • Previous work experience in a customer-centric technology organization delivering products, service and solutions directly to customers in an environment where impact is paramount. Experience with government stakeholders and policymakers is a plus.
    • Demonstrated success applying cloud-based technological innovations to help organizations meet their missions effectively. A track record of successfully delivering these projects with state or federal government is a plus.
    • A solid understanding of software engineering and cloud fundamentals, managed cloud services, and effective cloud architecture with at least 10 years direct work experience. Experience with Git, Python, React/JavaScript, Terraform, and Amazon Web Services are all a plus.
    • At least 5 years of experience leading a team of software, cloud, and/or data engineers to develop high-quality products against deadlines.
    • At least 5 years of experience managing technical projects across a cross-functional team with task management software (RIPL currently uses JIRA) and communicating strategy and project goals to non-technical stakeholders.
    • A strong desire and commitment to using science to improve lives, ability to learn and think creatively in partnership with a diverse team of scientists and policymakers to use data and science to solve complex social problems at speed and at scale.
    • Able to plan and execute an organization-wide vision for both internal technology tools to support a growing remote team.
    • Either an advanced degree (e.g., M.S., Ph.D., M.B.A., J.D.) or 7+ years equivalent work experience.
