Innovating with Home Visiting Programs to Close the Achievement Gap

Only 37% of Rhode Island third graders are proficient on reading tests. How can we invest in families to close this achievement gap?

Strategic Goal

In 2015, only 37% of Rhode Island’s third graders scored proficient or higher in reading tests. Governor Gina Raimondo’s goal is that “by 2025… three out of four will be reading at grade level.” How can we invest in early childhood programs to help reach this goal?

RIIPL used the Panorama database to examine where gaps in achievement emerge. While historically underrepresented groups (HUGs) and non-HUGs have similar birthweights in Rhode Island, the reading proficiency gap is already substantial by third grade. What policies can we use to move the needle on early childhood investments?
